A blockchain development platform is a network plus the surrounding infrastructure that makes building on it practical: RPC access to submit and read transactions, developer tooling and SDKs, a wallet ecosystem, and often supporting products like identity or exchange infrastructure that an app can build on rather than reimplement. It’s a broader idea than just "a fast chain," it’s what you actually get access to once you start building.
It depends on what your app needs beyond raw chain performance. If you want EVM compatibility, low fees, and a built-in ecosystem, wallet, identity, exchange, and bridge products already live, so you're not sourcing each piece separately, QIE is built around that combination. If your priority is the largest existing developer community and audited contract library, an established chain like Ethereum may fit better. Weigh what you'd otherwise have to build or integrate yourself against what the platform already provides.
At minimum: a way to write and test smart contracts, typically Solidity plus Hardhat, Truffle, or Remix on an EVM chain, a wallet for signing transactions, usually MetaMask, an RPC endpoint to connect your app to the network, and a block explorer to verify what's actually happening on-chain. Depending on your app, you may also need identity infrastructure, a decentralized exchange for token functionality, or a cross-chain bridge, which is where a fuller platform, rather than just a network, saves you from building those pieces from scratch.
QIE does not offer its own no-code Web3 builder. There is no dedicated no-code product in any verified QIE source as of August 31, 2026. That said, third-party no-code Web3 platforms built for generic EVM compatibility can typically be pointed at any EVM chain, including QIE, by changing the network configuration, the same pattern as connecting any other EVM tooling to QIE.

Blockchain-as-a-Service typically refers to a provider hosting and managing private or permissioned blockchain infrastructure for enterprises, similar to a cloud database service or blockchain SaaS offering. QIE is a public Layer 1 blockchain with an application ecosystem, wallet, identity, exchange, bridge, built on top of it. If you're searching for managed enterprise blockchain hosting specifically, QIE isn't that.
